Proposal & Capture Manager

About the role

We are seeking a seasoned Proposal & Capture Manager to lead the end‑to‑end opportunity lifecycle for government and private sector projects across Saudi Arabia. This strategic role partners with global proposal teams and senior stakeholders to craft compelling, compliant bids in both Arabic and English.

Key responsibilities

• Develop and execute capture strategies from early opportunity identification through bid submission and transition to operations.
• Coordinate cross‑functional teams, ensuring alignment with global standards and local RFP requirements.
• Produce high‑quality, bilingual proposal documents that meet technical, commercial, and compliance criteria.
• Manage bid schedules, track multiple concurrent opportunities, and meet tight deadlines.
• Maintain stakeholder relationships, including senior executives and external partners.

Required profile

• Minimum 5 years of experience leading proposal development and capture processes for government and private sector clients.
• Proven track record of winning proposals within the Saudi market.
• Bachelor’s degree in Business, Communications, Finance, Political Science, Journalism, or equivalent experience.
• Strong stakeholder management skills and ability to work with senior leadership.
• Fluent in Arabic and English, both written and spoken.

Required skills

• Bilingual proposal writing and editing (Arabic & English).
• Advanced proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint.
• Ability to manage multiple bids simultaneously under tight timelines.
