Billing Engineer

About the role

The Billing Engineer will oversee the complete billing and invoicing cycle for large‑scale retail, commercial, residential and mixed‑use projects across Saudi Arabia. Reporting to the project finance team, the role ensures that all invoices, variations and claims are prepared accurately and in line with contract terms.

Key responsibilities

• Prepare, review and process interim and final invoices for main contracts, subcontractors, suppliers and vendors.
• Verify quantities, rates and measurements against approved BOQs, contracts and site progress records before certifying payments.
• Coordinate with subcontractors, suppliers and vendors to resolve billing discrepancies and payment queries.
• Maintain running account bills, variation claims, escalation claims and final bills.
• Liaise with Quantity Surveying, Procurement and Finance departments to ensure billing consistency.
• Track and reconcile subcontractor and supplier accounts, including advances, retentions and deductions.
• Prepare monthly billing statements, payment certificates and supporting documentation for client and internal approvals.
• Monitor cash‑flow related to billing and assist in financial forecasts and reports.
• Ensure timely submission of invoices and follow‑up on outstanding payments.
• Maintain proper filing, version control and audit‑ready documentation.
• Ensure compliance with contract terms, company policies and Saudi regulations.
• Participate in coordination meetings regarding billing status and issues.
• Prepare monthly reports showing budget vs incurred cost and detailed costing analysis.

Required profile

• Bachelor’s degree in Civil Engineering preferred; Electrical or Architectural Engineering acceptable.
• Relevant certifications in Quantity Surveying, Contract Management or Billing/Costing are a plus.
• Minimum 10 years of overall experience with at least 5 years dedicated to billing engineering or a similar QS role in construction.
• Proven track record of managing billing for large‑scale construction projects.
