HSE Manager – Construction (Data Center)

About the role

Double Marks Contracting is looking for an experienced HSE Manager to lead health, safety and environment activities on a major Data Center construction in Riyadh. The role covers excavation, civil and structural works, ensuring compliance with Saudi HSE regulations and project requirements.

Key responsibilities

• Develop, implement and manage the project HSE plan and site safety requirements.
• Oversee HSE activities for excavation, heavy equipment, lifting, formwork, reinforcement and concrete works.
• Conduct site inspections, audits, toolbox talks and safety meetings.
• Prepare and review risk assessments and Job Safety Analyses (JSAs).
• Manage permit‑to‑work processes where applicable.
• Monitor subcontractor and workforce HSE compliance.
• Coordinate with client and consultant HSE representatives.
• Investigate incidents and near‑misses and drive corrective actions.
• Maintain HSE records, reports and statistics.

Required profile

• Relevant degree or diploma with recognized HSE qualifications.
• Minimum 7 years of construction HSE experience, preferably in excavation and major civil/structural projects.
• NEBOSH IGC or equivalent certification preferred.
• Experience in Saudi Arabia or GCC, with knowledge of local HSE regulations.
• Strong leadership and English communication skills.
