HSE Manager

About the role

WSP is looking for an experienced HSE Manager to join its construction supervision team in Riyadh, Saudi Arabia. The role will lead Health, Safety and Environmental activities for a major infrastructure project, ensuring compliance with WSP standards, client requirements, Saudi regulations and international best practice.

Key responsibilities

• Implement and continuously improve the Project HSE Management Plan across all supervision activities.
• Act as the primary HSE representative for WSP, liaising with the client, contractors, subcontractors, supervision team and authorities.
• Promote a proactive safety culture through visible leadership, regular engagement and clear communication.
• Provide expert HSE advice to the Project Director, Resident Engineer and wider project stakeholders.
• Identify, assess, manage and mitigate HSE risks throughout all construction phases.
• Review, assess and comment on contractors' HSE documentation (plans, risk assessments, method statements, JSA, traffic management, emergency response, lifting plans, permit‑to‑work, etc.).
• Monitor contractor compliance with project HSE requirements, contractual obligations, Saudi regulations and international standards.
• Ensure appropriate controls for high‑risk activities such as excavation, lifting, work at height, traffic diversions, night works, confined spaces, hot works and work adjacent to live traffic.

Required profile

• Minimum 15 years (180 months) of experience in HSE management on major roads, highways or infrastructure construction projects.
• Proven background working in a consultancy or supervision environment.
• Strong ability to influence contractor behaviour and drive a safety‑first culture.
• Excellent knowledge of Saudi HSE regulations and international best practices.
