Lead Estimator – Heavy Civil Projects

About the role

Parsons is seeking a Lead Estimator to drive cost estimation for a multi‑billion‑dollar infrastructure program in Tabuk, Saudi Arabia. You will guide the estimation process from conceptual design through construction, ensuring financial accuracy for complex civil, structural, and tunnelling packages.

Key responsibilities

• Lead the development of first‑principles cost estimates for earthworks, structural concrete, and tunnelling.
• Create and maintain the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) aligned with project requirements.
• Analyse local and international market trends, labour rates and material costs to mitigate supply‑chain risks.
• Review subcontractor bids, conduct commercial negotiations and validate alignment with budget constraints.
• Identify commercial risks, run Monte Carlo simulations and recommend appropriate contingencies.
• Collaborate closely with Design, Procurement and Project Control teams to optimise cost efficiency while meeting sustainability goals.

Required profile

• Bachelor’s degree in Civil Engineering or a related discipline.
• Minimum 12 years of cost‑estimating experience, including at least 5 years leading teams on mega‑projects valued over $1 billion.
• Proven leadership ability in high‑pressure, fast‑moving environments.
