Project Manager – Permits & Licenses Coordination

About the role

Air Products is seeking a Project Manager to lead permits and licenses coordination for the NEOM Green Hydrogen project in Saudi Arabia. The role is site‑based in Duba, Tabuk Region, and operates on an 8‑weeks‑on / 2‑weeks‑off rotation. You will act as the central interface between engineering, project controls, commissioning, commercial teams, consultants, sub‑contractors and the Facility Operator to ensure timely permit applications and approvals.

Key responsibilities

• Coordinate and manage all permit and license requirements in accordance with Saudi Arabian regulations (HCIS‑SAF, HCIS/SAIS‑Security, Environment Permit, etc.).
• Facilitate cross‑functional communication to resolve RFIs, change orders, and contractual issues.
• Track project deliverables, risks, and schedule using project management tools and support the Senior Project Manager in risk and change management.
• Maintain documentation, reporting, and close‑out procedures for the permit scope.
• Ensure compliance with safety, quality, and regulatory standards throughout the project lifecycle.

Required profile

• Proven experience in managing permits and licenses for large industrial or construction projects, preferably in Saudi Arabia.
• Strong understanding of KSA laws and regulations related to industrial projects.
• Excellent communication, influencing, and conflict‑resolution skills.
• Self‑motivated with a focus on safety, integrity, and results.
