Urban Planner – Engineering Consultancy (Saudi Arabia)

About the role

We are seeking an experienced Urban Planner to join Bilfinger Middle East’s engineering consultancy team in Saudi Arabia. The role involves developing and coordinating master plans, land‑use strategies, zoning regulations and infrastructure studies while working closely with multidisciplinary teams and government authorities.

Key responsibilities

• Prepare and develop master plans, structure plans, neighbourhood plans and urban development strategies.
• Conduct land‑use analysis, zoning studies, plot allocation and development control assessments.
• Perform urban growth, demographic and capacity feasibility studies.
• Coordinate with transportation, utilities, environmental and infrastructure teams to deliver integrated planning solutions.
• Produce GIS mapping, spatial analysis and planning reports for submission to authorities.
• Review development applications, ensure compliance with Saudi planning regulations and manage approval processes.
• Liaise with architects, civil engineers, utilities providers, developers and government bodies.

Required profile

• Bachelor’s degree in Architecture or Urban Planning; Master’s degree preferred.
• Professional registration with the Saudi Council of Engineers (SCE) is required.
• 5‑10 years of urban and master planning experience, including at least 4 years in Saudi Arabia.
• Proven track record delivering industrial, residential, mixed‑use and smart‑city projects within an engineering consultancy.
• Strong analytical, report writing and stakeholder management skills.
