Workforce & RPO Vendor HR Manager

About the role

We are looking for a proactive Workforce & RPO Vendor HR Manager to join JD.com’s HR team. In this role you will act as the bridge between business units and HR, designing and executing workforce strategies that support the company’s fast‑moving e‑commerce operations.

Key responsibilities

• Partner with business leaders and HR Business Partners to develop annual and quarterly workforce plans aligned with business objectives.
• Own end‑to‑end recruitment processes, from requisition analysis to offer management, ensuring critical positions are filled on time.
• Identify, evaluate and manage diverse employment models such as outsourcing, contracting, part‑time and internships to improve agility and control labor costs.
• Select, negotiate with and monitor performance of recruitment and HR service vendors, including headhunters, RPOs and outsourcing firms.
• Build and maintain a recruitment data tracking system, regularly analysing metrics like time‑to‑fill and channel effectiveness to drive continuous improvement.
• Support employer branding initiatives to strengthen JD.com’s talent attraction.
• Ensure all hiring activities comply with Chinese labor law and internal policies, mitigating employment‑related risks.

Required profile

• Bachelor’s degree or higher in Human Resources, Business Administration or a related field.
• At least 5 years of HR experience, with a minimum of 3 years focused on recruitment or workforce management in internet, e‑commerce or large‑scale tech environments.
• Deep knowledge of Chinese labor legislation and practical experience with multiple employment models.
• Strong communication and influencing skills, able to work cross‑functionally with senior stakeholders.

Required skills

• Proficiency with HRIS platforms such as SAP and PeopleSoft.
• Advanced use of MS Office for data analysis and reporting.
