Human Resources Manager

About the role

Enma Security Trading Company is seeking an experienced Human Resources Manager to build the HR function from the ground up. Reporting directly to the CEO, you will design organisational systems, lead talent acquisition and shape a disciplined, high‑performance culture across the company.

Key responsibilities

• Design and maintain the organisational structure and reporting lines.
• Analyse the current workforce and recommend reshuffles to improve efficiency.
• Develop and execute a recruitment strategy for all departments.
• Create the Employee Handbook, company policies and code of conduct.
• Implement a performance management system, including goal setting, reviews and feedback.
• Establish reporting and accountability mechanisms across departments.
• Handle employee relations, grievances and disciplinary processes.
• Advise the CEO on compensation, retention and organisational changes.
• Manage and develop one direct report (HR Operations & Government Relations Officer).

Required profile

• 5–7 years of HR experience, with at least 2–3 years in a managerial or senior generalist role.
• Bachelor’s degree in HR or Business; Master’s or CIPD preferred.
• Strong knowledge of Saudi Labour Law, GOSI, Qiwa and Muqeem.
• Fluent in Arabic and English, both written and spoken.
• Relevant certifications such as SHRM‑CP/SCP, CIPD Level 5+, or PHR are strongly preferred.
• Builder mentality – comfortable creating HR systems from scratch.

Required skills

• In‑depth understanding of Saudi Labour Law and related compliance platforms.
• Experience designing performance management and organisational reporting frameworks.
• Proficiency in drafting HR policies, employee handbooks and codes of conduct.
