Procurement / Tendering Manager

About the role

Bechtel is seeking a Procurement / Tendering Manager to lead procurement and tendering activities on major infrastructure projects in Riyadh. The role is part of a high‑performing project management team delivering large‑scale programs aligned with Saudi Vision 2030.

Key responsibilities

• Lead the end‑to‑end tendering process, from pre‑qualification to award, including bid strategy, RFP development, issuance, evaluation, negotiation and contract formation.
• Develop and implement procurement strategies, packaging plans and sourcing routes that align with project objectives and market conditions.
• Prepare and manage tender documentation, covering scope, pricing structures, commercial terms and evaluation criteria.
• Coordinate bidder engagement activities such as clarification sessions, workshops and pre‑award discussions.
• Lead commercial evaluations and negotiations, delivering robust, defensible recommendations for award decisions.

Required profile

• Proven experience leading procurement and tendering for large construction or consultancy packages.
• Strong understanding of market dynamics, competitive bidding processes and contract formation.
• Ability to work within an integrated delivery team and influence commercial outcomes from early project stages.
• Excellent analytical and negotiation skills with a focus on value optimisation.
