Civil Design Manager – Roads & Traffic

About the role

Parsons is seeking an experienced Civil Design Manager to lead the design, planning and execution of road and traffic systems for a high‑end hospitality, residential and infrastructure development in Saudi Arabia. The role combines technical leadership with coordination across multidisciplinary teams to deliver safe, sustainable and aesthetically‑pleasing transportation solutions.

Key responsibilities

• Lead the design, planning and implementation of roads, intersections, traffic control systems and parking solutions.
• Ensure all designs comply with local and international safety, efficiency and sustainability standards (AASHTO, FHWA, local DOT).
• Optimize road alignments, pavement structures and grading for functionality and visual quality.
• Oversee intelligent transportation systems (ITS), signalised intersections and pedestrian‑friendly mobility solutions.
• Integrate sustainable features such as EV charging infrastructure and multimodal transport planning.
• Manage road construction activities, monitoring schedule, budget and quality compliance.
• Coordinate with civil engineers, urban planners, landscape architects and contractors to align road works with the master plan.
• Conduct traffic impact assessments and implement mitigation strategies.

Required profile

• At least 20 years of experience in road and traffic engineering on large‑scale infrastructure projects.
• Proven track record delivering complex road networks for luxury hospitality or residential developments.
• Strong knowledge of national and international highway design standards.
• Ability to lead multidisciplinary teams and manage stakeholder relationships.
