Contracts Management Department Manager – Central

About the role

The Contracts Management Department Manager – Central will establish and lead the contracts management function for large‑scale projects in Saudi Arabia. The role ensures full compliance with client requirements, PMM procedures, and Saudi procurement regulations throughout the contract lifecycle.

Key responsibilities

• Develop and ratify department operating structures, processes and procedures aligned with PMM standards.
• Oversee contract performance, invoicing, change management, claims, defect warranty and close‑out activities.
• Maintain functional responsibility for contract administrators across clusters and business units.
• Assess existing contracts staff capabilities and design a knowledge‑transfer programme.
• Review change requests, claims and commercial bid packages, recommending approvals.
• Monitor adherence to government and client procurement regulations and ensure proper project close‑out.

Required profile

• Bachelor’s degree in engineering from an accredited university.
• Minimum 20 years of contract management experience on large‑scale construction projects.
• In‑depth knowledge of Saudi Arabian procurement law and government/commercial procurement regulations.
• Proven experience in managing workload distribution, personnel and multi‑discipline contract administration.
• Fluent verbal and written communication in both Arabic and English.
