General Manager, Development Management - Real Estate

About the role

The General Manager, Development Management leads the entire real‑estate development portfolio, overseeing every phase from concept and land‑use planning through financial modelling, design, construction and handover. Reporting to senior leadership, the role shapes development strategy, aligns projects with commercial targets and ensures delivery within scope, budget and schedule.

Key responsibilities

• Define and execute portfolio development strategies, identifying new opportunities aligned with corporate objectives.
• Conduct comprehensive feasibility studies, Highest‑and‑Best‑Use analyses and detailed financial modelling (IRR, ROI, NPV).
• Structure real‑estate transactions and collaborate with financial institutions and investors.
• Direct all development phases – design, permitting, tendering, procurement and execution – in coordination with PMOs.
• Review and approve master plans, architectural and interior schemes, ensuring compliance with CAD standards and sustainable design principles.
• Manage pre‑construction activities, resource allocation and program management to meet schedule and budget.
• Coordinate with marketing, sales and asset‑management teams to drive unit absorption and operational readiness.
• Implement risk governance, monitor scope changes and lead change‑management processes.

Required profile

• Minimum 15 years of experience in real‑estate development and portfolio management.
• Proven track record of delivering large‑scale mixed‑use or master‑planned projects.
• Strong analytical and financial modelling capabilities.
• Experience working with government authorities, consultants and financial partners.
• Excellent stakeholder‑management and negotiation skills.
