HSE Site Manager – Major Energy Project in Saudi Arabia

About the role

We are seeking an experienced HSE Site Manager to lead Health, Safety and Environmental activities on a large‑scale energy project in Saudi Arabia. The role is responsible for ensuring full compliance with local regulations, client requirements and international standards while fostering a proactive safety culture across the site.

Key responsibilities

• Develop, implement and monitor HSE plans, policies and procedures.
• Ensure compliance with Saudi regulations, client specifications and global HSE standards.
• Lead site safety inspections, audits and risk assessments.
• Investigate incidents, near‑misses and unsafe conditions and drive corrective actions.
• Conduct safety training, toolbox talks and awareness programmes for all site personnel.
• Monitor HSE performance of contractors and subcontractors.
• Prepare and submit HSE reports, statistics and compliance documentation.
• Promote continuous improvement and a strong safety culture throughout the project.

Required profile

• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science or a related field.
• Minimum 12 years of HSE experience, with significant exposure to energy, power or infrastructure projects.
• Previous managerial HSE role on large construction projects.
• Strong knowledge of HSE regulations, risk management and incident investigation.
• Professional HSE certifications (NEBOSH, IOSH, OSHA or equivalent) highly preferred.
• Proven leadership, communication and stakeholder‑management abilities.
• Experience working in Saudi Arabia and in EPC environments.
• Excellent command of English; Arabic is an advantage.
• Valid transferable Iqama.
