Human Resources Manager – Riyadh, KSA

About the role

The HR Manager will lead all human‑resources functions for the company’s startup operations in Saudi Arabia. Reporting to the Country Manager, you will ensure compliance with Saudi labour law, build local HR policies, and drive recruitment, performance and employee engagement.

Key responsibilities

• Develop, implement and manage HR policies, procedures and systems aligned with Group standards and tailored to KSA operations.
• Ensure full compliance with Saudi labour laws, end‑of‑service, Saudization and other government regulations.
• Oversee the complete employee lifecycle: recruitment, onboarding, performance management, development and off‑boarding.
• Liaise with government platforms such as Qiwa, GOSI, Mudad, Muqeem and other regulatory bodies for HR and payroll compliance.
• Lead manpower planning, compensation and benefits administration, and employee‑relations matters.
• Coordinate payroll processing, time‑attendance and leave management with Finance.
• Maintain accurate HR documentation, reporting and confidentiality.
• Partner with Group HR to deliver training, engagement and performance initiatives.
• Advise the Country Manager and leadership on workforce planning and people strategies.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field (Master’s or HR certification preferred).
• 7‑10 years progressive HR experience, including at least 3 years in a managerial role within Saudi Arabia.
• Deep knowledge of Saudi labour law, HR compliance and Saudization programs.
• Experience building HR functions in startup environments is an advantage.
• Fluent in Arabic and English, both spoken and written.
• High integrity, professionalism and ability to handle confidential information.

Required skills

• Proficiency with HR systems and Saudi government portals (Qiwa, GOSI, Mudad, Muqeem).
