Safety Manager (HSE) – Lead Environmental & Safety Programs

About the role

The HSE Manager partners with senior leadership to create and maintain safe working conditions and protect the environment across projects. This senior position drives the development, implementation, and continuous improvement of health, safety, and environmental programs.

Key responsibilities

• Design, implement, and oversee HSE policies, procedures, and programs in line with state, client, and organizational regulations.
• Conduct risk assessments and safety audits, identify hazards, and recommend control measures.
• Lead incident investigations, root‑cause analyses, and corrective‑action planning.
• Develop and deliver HSE training for employees, contractors, and stakeholders.
• Monitor HSE performance metrics, track trends, and report findings to internal and external audiences.
• Liaise with regulatory agencies, clients, and external stakeholders to ensure compliance.
• Provide strategic guidance to senior management on HSE risks, opportunities, and initiatives.

Required profile

• Minimum 15 years of work experience, including at least 5 years in a managerial HSE role.
• Mandatory experience of 5 years within the GCC region.
• Bachelor’s degree in Engineering or Level 6 Diploma in Occupational Health & Safety.
• NEBOSH diploma or equivalent and Lead Auditor certifications for ISO 9001, ISO 14001, ISO 45001, and ISO 22301.

Required skills

• Risk assessment and safety audit expertise.

• NEBOSH certification.
• Lead Auditor qualifications.
