Senior Testing and Commissioning Engineer

About the role

Hill International, Inc. is looking for a Senior Testing and Commissioning Engineer to lead integration, validation and commissioning activities for large‑scale water and wastewater projects in Saudi Arabia. The role will manage multidisciplinary engineering teams, coordinate with contractors, operators and regulatory agencies, and ensure that all testing and commissioning work meets client standards and project schedules.

Key responsibilities

• Manage integration and validation activities of the Contractor, including approval of test and commissioning plans and procedures.
• Lead and supervise a team of discipline engineers in preparation and execution of commissioning activities.
• Coordinate with Systems Engineering, Operators, civil, EXPRO and other third parties to meet testing requirements.
• Conduct risk assessments for testing and commissioning, endorse results and recommend mitigation actions.
• Oversee final inspections, issue Contract Completion and Handover Certificates, and ensure delivery of as‑built documentation.
• Review calibration of testing equipment and ensure compliance with operational requirements.
• Prepare testing and commissioning reports, O&M manuals, training for maintenance staff, and spare‑parts lists.

Required profile

• A degree in engineering or a scientific discipline.
• Minimum 15 years of experience on large‑scale projects, preferably in water and wastewater works.
• Extensive knowledge of health, safety and environmental policies and a zero‑accident philosophy.
• Proven ability to manage multidisciplinary teams and coordinate with clients, contractors and regulatory agencies.
