Chief Operating Officer – Smart Cities & Spatial AI

About the role

This is an exceptional executive opportunity to lead a high‑growth, stealth‑mode joint venture focused on Smart Cities, Spatial Computing and sovereign AI. The role reports to the board and is responsible for scaling operations, productising technology and driving commercial expansion across Saudi Arabia.

Key responsibilities

• Lead end‑to‑end operational execution, business strategy and commercial growth of a multi‑million‑dollar Smart City and Spatial AI platform.
• Spearhead deployment of 3D Digital Twins, Geospatial AI, Map‑First Super Apps and sovereign cloud infrastructure for mega‑projects, municipalities and master developers.
• Transform AI and spatial data capabilities into scalable SaaS, urban services and B2B/B2G commercial products.
• Engage with government stakeholders, master developers and municipalities to establish the technology as the national standard for smart urban environments.
• Build and mentor a world‑class team of engineers, product leaders and commercial experts while ensuring data sovereignty and strong corporate governance.

Required profile

• 12‑15+ years of senior leadership experience (COO, MD, VP or C‑level) in Smart Cities, PropTech, GIS platforms, big‑tech or telecom digital arms.
• Hands‑on experience with urban technology, 3D mapping/GIS, AI‑driven municipal platforms or master‑community solutions.
• Proven track record in P&L management, B2G/B2B deal execution and navigating the Saudi public‑sector and real‑estate ecosystem.
• Entrepreneurial mindset with ability to bridge deep‑tech capabilities and commercial market demands.
