Chief Projects

About the role

The Chief Projects role leads the end‑to‑end delivery of construction, engineering and program controls for a large real‑estate portfolio. Reporting to senior leadership, the incumbent holds full lifecycle accountability from concept through commercial launch, ensuring assets are built on time, within CapEx limits and to the highest engineering standards.

Key responsibilities

• Direct on‑site construction operations, site logistics and contractor execution across all active developments.
• Oversee Project Management Consultants, supervision consultants and Tier‑1 general contractors to enforce schedule adherence and productivity targets.
• Implement advanced Project Controls such as Earned Value Management (EVM), Critical Path Method (CPM) scheduling, cash‑flow S‑curves and weekly look‑aheads.
• Drive constructability reviews, value engineering, Modern Methods of Construction (MMC), modular and precast solutions, and BIM (4D/5D) integration.
• Enforce zero‑tolerance HSE policies and multi‑tier QA/QC regimes to prevent rework and defects.
• Manage commercial contractor administration, progress billings, variations, change orders and FIDIC‑based contractual disputes.
• Lead technical translation of concept designs into detailed engineering packages and expedite municipal and statutory permitting.
• Partner with executive leadership on land feasibility, constructability studies, CapEx modelling and procurement strategy (EPC, Design‑Build, GMP).

Required profile

• Minimum 18 years of experience delivering large‑scale construction and real‑estate projects.
• Proven record of completing projects on schedule and within budget.
• Deep knowledge of Saudi construction regulations, municipal permitting and statutory approvals.
• Strong leadership of multi‑disciplinary teams, consultants and Tier‑1 contractors.
• Ability to align project delivery with sales, commercial and handover objectives.
