Commercial Manager – Large-Scale Giga Projects

About the role

Parsons Corporation is seeking an experienced Commercial Manager to lead the commercial lifecycle of a multi‑billion‑dollar giga‑project in Riyadh, Saudi Arabia. The role will shape commercial strategy, manage contracts and drive cost‑control initiatives while aligning with Vision 2030 objectives.

Key responsibilities

• Develop and implement commercial strategy for complex giga‑projects, ensuring alignment with client and organisational goals.
• Lead and mentor cross‑functional commercial teams covering contracts, procurement, quantity surveying and claims.
• Oversee end‑to‑end contract management for consultancy, EPC, design‑build and subcontractor agreements, including negotiations of high‑value contracts and framework agreements.
• Manage budgets, cost plans, forecasts and value‑engineering activities for multi‑billion SAR/US$ programmes.
• Analyse financial risks, propose margin‑improvement measures and support funding and commercial due‑diligence processes.
• Develop procurement strategies, supervise pre‑qualification, tendering, bid evaluation and award processes.
• Ensure compliance with FIDIC, local Saudi law and regulatory requirements while fostering strong relationships with contractors, consultants and suppliers.

Required profile

• Minimum 10 years of commercial management experience in large‑scale construction or infrastructure projects.
• Proven track record in contract negotiation, cost control and risk mitigation.
• Strong understanding of Saudi construction market, Vision 2030 localisation goals and relevant legal frameworks.
• Excellent leadership and communication skills with ability to manage multi‑disciplinary teams.
