Construction HSE Supervisor (LOTO) – Al Jubail, Saudi Arabia

About the role

We are looking for a Construction HSE Supervisor (LOTO) to join our project in Al Jubail, Saudi Arabia. Reporting to the Construction HSE Coordinator or Site Manager, you will ensure that all on‑site activities comply with TCM HSE policy, local regulations and industry standards.

Key responsibilities

• Conduct Job Hazard Analyses (JHA) and participate in Job Safety Analyses (JSA).
• Verify implementation of the site HSE plan and related procedures, updating documentation as needed.
• Monitor subcontractors to ensure compliance with HSE procedures, regulations and standards.
• Plan and execute regular HSE walk‑arounds, inspections and audits; prepare reports, action plans and follow‑up on corrective actions.
• Organise and deliver HSE training, meetings and minutes of meetings (MOM) on site.
• Coordinate with the client on work permits and manage accident investigations, producing corrective measures.
• Lead the site HSE committee, emergency response team and fire‑prevention drills.
• Prepare monthly HSE sections of progress reports, update statistics and propose recovery plans when performance deviates from targets.

Required profile

• University degree or diploma in Engineering or equivalent.
• Proven experience in construction HSE supervision, preferably with LOTO responsibilities.
• Strong knowledge of local Saudi HSE regulations and international standards.
