DevOps Engineer – Lead DevSecOps Transformation

About the role

We are looking for a visionary DevOps Engineer to lead a large‑scale DevSecOps transformation for a governmental client in Riyadh. The role combines strategic assessment, design of a target operating model and hands‑on implementation of secure, automated pipelines while coaching the client’s team to build lasting capability.

Key responsibilities

• Conduct a comprehensive DevOps maturity assessment, produce current state and security gap analysis reports, and define a phased implementation roadmap.
• Design and implement a DevSecOps framework, including policies, standards, governance models and an application security service catalog.
• Lead cultural change initiatives, provide coaching, mentoring and training programs to embed collaboration and shared responsibility.
• Architect and optimise secure CI/CD pipelines on Azure DevOps, implement Vault for secrets management, and automate infrastructure with Terraform or ARM.

Required profile

• Proven experience delivering DevOps maturity assessments (DORA) and target operating models for enterprise or government organisations.
• Deep technical expertise with Azure DevOps, Vault, IaC tools (Terraform/ARM) and scripting (Shell).
• Demonstrated ability to lead cultural transformation, mentor teams and manage stakeholders in high‑compliance environments.
• Excellent documentation skills for creating roadmaps, frameworks and gap‑analysis reports.
