Governance & Implementation Specialist

About the role

The Governance & Implementation Specialist will lead the design and delivery of governance frameworks and implementation strategies for large‑scale planning and development projects across the Kingdom of Saudi Arabia. Working within a multidisciplinary team, the role bridges strategic planning and on‑the‑ground execution to ensure programmes are well‑governed, risk‑aware and delivered efficiently.

Key responsibilities

• Develop governance models, institutional structures and operating frameworks for major development programmes and authorities.
• Assess existing governance systems and recommend improvements aligned with international best practice and local regulations.
• Translate spatial plans, master plans and sectoral programmes into actionable implementation roadmaps, phasing strategies and delivery mechanisms.
• Identify risks, constraints and enablers, proposing mitigation measures and performance monitoring frameworks.
• Coordinate with ministries, municipalities, development authorities and private partners to align roles, responsibilities and decision‑making protocols.

Required profile

• Minimum 10 years (120 months) of experience in governance, urban development or infrastructure delivery.
• Strong understanding of government processes, regulatory environments and institutional capacity building in the Gulf region.
• Proven ability to work with senior public‑sector stakeholders and to establish new authorities or program management offices.
