HSE Engineer - Infrastructure Projects

About the role

Fuku is hiring an HSE Engineer for its Dammam, Saudi Arabia site. The role takes overall responsibility for on-site health, safety and environment management, covering safety plans, hazard control, subcontractor supervision, occupational health and accident investigation.

Key responsibilities

• Develop and implement project HSE plans, safety regulations and emergency response plans in line with Saudi standards and codes.
• Organize pre-entry inductions, safety training and emergency drills (working at height, crane lifting, hot work, confined spaces, deep foundation pits).
• Run daily site patrols, issue hazard rectification notices and maintain safety ledgers on high-risk activities.
• Audit subcontractors' HSE plans, qualifications and training records, and supervise their compliance with Saudi safety rules.
• Manage occupational health, PPE, heat, dust and noise hazards, and standardize waste, dust, sewage and hazardous material disposal.
• Investigate accidents and near misses, compile HSE daily, weekly and monthly reports and liaise with the Ministry of Labor and local authorities.
• Promote a safety culture and improve the project HSE management system.

Required profile

• Bachelor's degree or above in Safety, Environmental, Civil or Construction Engineering or a related field.
• At least 3 years of HSE management experience in infrastructure, building or municipal projects; Saudi Arabia or Middle East site experience preferred.
• Saudi government-approved safety certificates, OSHA, NEBOSH or ISO 45001 are prioritized.
• Fluent English; Arabic is a bonus.
• Willingness to stay at the Dammam site long term.

Required skills

• Proficiency in Microsoft Office.
• Familiarity with the Saudi Building Code (SBC) and local safety approval and filing processes.
• Strong risk identification, on-site execution and cross-departmental coordination.
