HSE Manager / Deputy HSE Manager – EPC Projects

About the role

We are recruiting senior HSE professionals for major EPC projects in Saudi Arabia’s Eastern Province. The client, a leading international engineering and construction group, seeks an HSE Manager for a large industrial wastewater treatment plant and a Deputy HSE Manager for a multi‑GW power and industrial infrastructure project.

Key responsibilities

• Lead the HSE function on site, overseeing health, safety and environmental management throughout construction and commissioning.
• Develop and implement HSE strategies, risk assessments, PTW procedures, and ensure compliance with ISO 45001, ISO 14001 and local regulations.
• Manage HSE teams and subcontractor safety performance, conduct audits, incident investigations and drive a strong safety culture.

Required profile

• 12‑15+ years HSE experience for the Manager role; 10+ years for the Deputy role, with proven leadership on major EPC projects.
• Experience in heavy industrial, water/wastewater, petrochemical, power or process plant environments.
• Professional qualifications such as NEBOSH Diploma, IOSH, CSP or equivalent; relevant degree preferred.

Required skills

• HSE management, risk assessment, PTW, lifting operations, confined space entry, working at height, excavation safety.
• Knowledge of ISO 45001, ISO 14001, NEBOSH, IOSH, CSP.
• Experience with compliance audits, incident investigation, commissioning safety.
