HSE Manager – Large‑Scale Program (Riyadh)

About the role

We are seeking an experienced HSE Manager to lead Health, Safety, Security and Environment (HSSE) across a large‑scale program in Riyadh. The role sets HSSE direction, ensures compliance with Saudi regulations, client requirements and international standards, and drives a strong safety culture from planning through project completion.

Key responsibilities

• Develop, implement and maintain the program HSSE plan, policies and procedures aligned with ISO 45001, ISO 14001 and Saudi laws.
• Lead, coach and develop the HSSE team, set targets and KPIs, and report performance to program leadership and the client.
• Review and approve contractors' HSSE plans, method statements, risk assessments and permit‑to‑work arrangements.
• Monitor HSSE performance through site inspections, audits and walkthroughs, ensuring timely closure of non‑conformances.
• Lead hazard identification, risk assessment and control for high‑risk activities such as working at height, excavation and confined spaces.
• Oversee occupational health, industrial hygiene, environmental compliance, waste management and site security.
• Lead incident and near‑miss investigations, root‑cause analysis and lessons‑learned sharing.

Required profile

• Minimum 17 years of international experience in large‑scale projects, including HSSE management.
• Degree in engineering (preferably from a Western university) and NEBOSH Diploma (or equivalent) required.
• Experience managing HSSE on projects in Saudi Arabia is preferred.
• Strong leadership, influencing and stakeholder management skills.
