People & Organization Manager

About the role

Riyadh Cement is looking for an experienced HR leader to lead the People & Organization function and help ensure the company has the workforce, skills, and organizational support needed to meet its current and future priorities. The role will oversee talent acquisition, learning, and organizational development across the company.

Key responsibilities

• Lead the Talent Acquisition, Learning, and Organizational Development functions, including annual plans, budgets, priorities, and delivery follow‑up.
• Coordinate workforce planning with all departments and translate approved staffing needs into recruitment plans.
• Lead recruitment activities and monitor Saudization and Nitaqat status proactively, working with HR Operations and Government Relations to address risks.
• Develop and deliver the annual learning plan, covering internal technical training, university practical training, Tamheer, approved summer training, and mandatory programs, while coordinating eligible HRDF support.
• Work with plant and technical teams to identify priority capabilities related to smart manufacturing and follow up on development initiatives.
• Draft and improve HR policies and coordinate their translation into procedures and SAP SuccessFactors workflows with HR Operations.
• Coordinate performance and succession processes with the HR Business Partner, ensuring approved objectives and organizational changes are accurately reflected in SAP SuccessFactors.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• 6–12 years of relevant HR experience.
• At least two years of hands‑on experience in each of at least two areas: Talent Acquisition, Learning & Development, and Organizational Development.
• Experience leading or supervising a team.
• Working proficiency in SAP SuccessFactors.
• Fluency in Arabic and English.
