Procurement Manager (Construction)

About the role

The Procurement Manager will lead all sourcing and purchasing activities for a construction/EPC organization in Saudi Arabia. This senior position requires deep knowledge of construction materials, strong negotiation abilities, and the capacity to drive cost‑effective procurement strategies across multiple projects.

Key responsibilities

• Lead and oversee all sourcing and purchasing operations.
• Identify, evaluate, and qualify new suppliers and vendors.
• Manage supplier selection, negotiations, and commercial agreements.
• Negotiate pricing, payment terms, and contractual conditions while maintaining quality standards.
• Conduct market and price analysis to achieve cost savings and procurement efficiencies.
• Coordinate with engineering and technical teams regarding material specifications and supplier capabilities.
• Develop and maintain strong relationships with local and international suppliers.
• Monitor supplier performance and implement vendor evaluation programs.
• Resolve supplier performance issues and product non‑conformance cases.
• Drive procurement savings through strategic sourcing, rebates, and alternative sourcing opportunities.
• Expand and strengthen international procurement channels.
• Support project and production teams by ensuring timely procurement and supply of materials.
• Lead special procurement projects as assigned by management.

Required profile

• Bachelor’s degree in civil engineering (required); Master’s degree in civil engineering or business administration (preferred).
• Certified Procurement/Purchasing Manager certification is an advantage.
• 9–12 years of procurement and sourcing experience within the construction or EPC industry.
• At least 1 year of managerial experience leading civil procurement/sourcing activities.
• Strong knowledge of construction materials, PEB systems, and structural steel products.
