Procurement Manager

About the role

We are seeking an experienced Procurement Manager to lead end‑to‑end procurement planning for high‑value projects in Riyadh. The role involves close collaboration with project, legal, and finance teams to ensure competitive, compliant sourcing for projects typically exceeding SAR 1M.

Key responsibilities

• Lead procurement planning for complex, high‑value projects (> SAR 1M).
• Coordinate with Project Management and Legal to define scope, develop specifications, and prepare accurate cost estimates.
• Oversee bid slate development, starting with pre‑qualification, and chair bid review teams.
• Conduct rigorous technical and commercial evaluations of bids.
• Manage functional reviews in partnership with Law and Finance departments.
• Ensure all procurement agreements are competitively bid unless a sole‑source justification is approved.
• Interface with the TMC Contract Committee for plan and award approvals.
• Maintain compliance with standard terms, clauses, and best‑practice procurement policies.
• Mentor procurement representatives and ensure documentation meets audit and archival standards.

Required profile

• Bachelor's degree in Engineering, Business Administration, or a related field.
• Certified Procurement Contracts Manager (CPCM) certification.
• 7‑10 years of contracts management experience in a similar environment.
• Proven experience in contracts advisory, assessment, and performance evaluation.
• Strong interpersonal, communication, analytical, and problem‑solving abilities.
