Programme Director – Mixed‑Use Development (EOI)

About the role

JASARA PMC is seeking an experienced Programme Director to lead large‑scale mixed‑use development programmes. The role involves strategic planning, coordination and execution of residential, commercial, retail and community projects, ensuring delivery on time, within budget and to high quality standards.

Key responsibilities

• Lead end‑to‑end delivery of mixed‑use development programmes, managing multiple projects simultaneously.
• Develop and implement strategic plans aligned with client objectives and market demands.
• Manage cross‑functional teams and collaborate with clients, consultants, contractors and government entities.
• Ensure compliance with regulatory, sustainability and quality standards.
• Monitor programme performance through KPIs, financial oversight, risk management and issue resolution.
• Prepare and present status reports to senior management and stakeholders.
• Drive innovation and continuous improvement in programme management practices.
• Build and maintain relationships with external partners and community stakeholders.

Required profile

• Bachelor’s degree in Engineering, Architecture, Urban Planning or related field; Master’s preferred.
• Minimum 25 years of experience in programme and project management of mixed‑use developments.
• Proven track record of successfully delivering large‑scale mixed‑use programmes.
• Strong understanding of planning, design, construction and operational aspects.
• Experience managing multidisciplinary teams and diverse stakeholders.
• Professional certifications such as PMP, PgMP or equivalent are advantageous.
• Experience in Saudi Arabia or GCC markets is highly desirable.
