Project Controls & Change Management Manager

About the role

Parsons is seeking an experienced Project Controls & Change Management Manager to lead project controls and change processes across large engineering, procurement and construction projects in Saudi Arabia. You will work closely with the Project Controls Director and cross‑functional teams to ensure accurate cost, schedule and change data support informed decision‑making.

Key responsibilities

• Establish and maintain project controls procedures, tools and reporting, including the integrated master schedule and cost baselines.
• Monitor project performance, prepare variance analyses, and produce monthly performance reports and executive dashboards.
• Lead change management activities: register, assess, approve, implement and close out project changes, maintaining change registers and related documentation.
• Coordinate cost and schedule impact assessments for change requests and ensure authorized changes are reflected in budgets and forecasts.
• Provide leadership and coaching to the project controls and change management team, defining roles and performance expectations.
• Identify process improvement opportunities, support audits and ensure compliance with contractual and company standards.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Project Management or a related field.
• Minimum 20 years of experience in project controls, cost control, planning, contract administration or change management on large EPC projects.
• Proven ability to interpret drawings, specifications, contracts and technical documents and to communicate findings clearly.

Required skills

• Project controls software: Primavera P6, Microsoft Project, Procore, EcoSys, Oracle Unifier, SAP.
• Cost and schedule management tools, earned value management, change register administration.
• Microsoft Office suite (Excel, Word, PowerPoint) for reporting and data analysis.
