Project Controls & Change Management Manager

About the role

Parsons is seeking an experienced Project Controls & Change Management Manager to join its Saudi Arabia team. You will work closely with the Project Controls Director and cross‑functional leaders to assess change impacts and support data‑driven project decisions.

Key responsibilities

• Establish and maintain project controls procedures, integrated master schedule, cost baselines, and performance dashboards.
• Monitor project performance, conduct variance analysis, and develop recovery plans for cost or schedule issues.
• Lead the change management process, including registration, assessment, approval, implementation, and close‑out of all project changes.
• Coordinate cost and schedule impact assessments for change requests and ensure proper authorization before execution.
• Provide leadership to the project controls and change management team, defining roles, delivering coaching, and ensuring consistent practices across the project.
• Maintain compliance with company policies, contractual requirements, and audit standards, and drive continuous improvement of controls and reporting.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Project Management, Quantity Surveying or a related field.
• Minimum 20 years of experience in project controls, cost control, planning, contract administration or change management on large‑scale engineering, procurement and construction projects.

Required skills

• Proficiency with Primavera P6, Microsoft Project, Oracle Unifier, EcoSys, SAP and Procore.
• Advanced Excel and Microsoft Office skills for reporting and data analysis.
• Experience in cost estimating, schedule impact analysis, earned value management and change register administration.
• Strong analytical, documentation and stakeholder communication abilities.
