Project Manager – Infrastructure

About the role

KEO International Consultants is seeking an experienced Project Manager – Infrastructure to lead the delivery of large‑scale infrastructure projects on its Makkah site in Saudi Arabia. The role provides strategic leadership to project teams, consultants and contractors throughout planning, development and execution phases.

Key responsibilities

• Provide leadership, guidance and advice to the project team.
• Ensure work complies with quality‑assurance protocols.
• Liaise with client, developer, consultants, contractors and internal KEO divisions.
• Deliver contracted PM/CM infrastructure services to the client.
• Implement the Project Management Plan and related procedures.
• Prepare tender strategies, identify qualified consultants/contractors, issue RFPs and evaluate proposals.
• Oversee consultant design progress and verify design submittals at all phases.
• Attend meetings and workshops, record minutes and follow up on actions.
• Organise and manage design review meetings, workshops and reports.
• Review and monitor project cost estimates, value‑engineering proposals and cost reconciliation.
• Assist in developing and maintaining the risk‑management plan.
• Promote a collaborative culture, delivering practical and cost‑effective solutions.

Required profile

• Minimum 20 years experience on large infrastructure projects valued at least 4 Billion SAR.
• Bachelor’s degree in Civil Engineering or Project Management.
• Professional membership in an engineering or construction‑management society is a plus.
• Bilingual fluency in English and Arabic.
