Shared Services Manager

About the role

The Shared Services Manager will consolidate and lead the core support functions – Human Resources, Government Relations, Administration and Non‑Commercial Purchasing – into a single, efficient service that underpins Intajalamal Investment’s operations across the Kingdom. The role ensures compliance, accuracy and audit‑readiness of all processes from payroll to purchase orders.

Key responsibilities

• Lead the shared‑services team, set KPIs and SLAs for HR, GR, Administration and Purchasing, and monitor performance.
• Define shared‑services objectives with executive management and prepare monthly reports on cost, compliance and improvement opportunities.
• Oversee the full employee lifecycle, payroll through Mudad, GOSI contributions, Saudization (Nitaqat) and end‑of‑service calculations.
• Manage government platform transactions on Qiwa, Muqeem and Absher Business, and maintain a compliance calendar for licences, permits and iqamas.
• Administer office facilities, staff accommodation, vehicle fleet, travel and visa arrangements.
• Run non‑commercial procurement in line with the delegation‑of‑authority matrix, enforce competitive quotations and ensure ZATCA e‑invoicing and VAT compliance.
• Design internal controls, support internal and external audits, and drive automation of HRMS, ERP and procurement workflows.

Required profile

• Bachelor’s degree in Business Administration, Human Resources or related field; master’s degree or CIPD/SHRM/CIPS certification is a plus.
• 10+ years of experience, at least 5 years in a managerial role covering HR, government relations and administration in Saudi Arabia.
• Saudi national, fluent in Arabic and English, with strong knowledge of Saudi Labor Law and related regulations.

Required skills

• Proficiency with HRMS and ERP systems, and automation of shared‑services workflows.
• Hands‑on experience with Qiwa, Muqeem, GOSI, Mudad and Absher Business platforms.
• Knowledge of ZATCA e‑invoicing (Fatoora), VAT requirements and PDPL data‑protection rules.
• Expertise in procurement controls, delegation‑of‑authority matrices and audit procedures.
