Technical Manager – Systems

About the role

SYSTRA is looking for an experienced Technical Manager to lead the governance of technical standards, design assurance and engineering processes for a major railway programme in Saudi Arabia. The role ensures that multidisciplinary designs comply with national and international rail standards, regulatory requirements and project objectives across safety, quality, cost and schedule.

Key responsibilities

• Own and maintain the project’s technical standards, specifications and engineering management plans.
• Develop, implement and continuously improve technical review processes, stage‑gate criteria and design‑assurance workflows from concept to IFC.
• Manage deviations, waivers and concessions with robust justification, risk assessment and approvals.
• Lead multidisciplinary design reviews covering track, civil, structures, geotechnical, systems, OLE, power, signalling/telecoms, rolling‑stock interface, stations, MEP and RAMS.
• Audit the technical management system and drive continuous improvement across all engineering disciplines.
• Coordinate design‑assurance activities with internal teams and external delivery partners.

Required profile

• Minimum 15 years of experience in railway or public‑transport engineering.
• Strong knowledge of rail standards, regulatory frameworks and systems‑engineering V‑model.
• Proven ability to lead large multidisciplinary design teams and manage complex technical governance.
• Excellent analytical, risk‑assessment and decision‑making skills.
