Technical Office Engineer – Tendering & Technical Proposals

About the role

We are seeking a Technical Office Engineer to lead the preparation and coordination of technical tender submissions for construction, infrastructure, and Design & Build projects. The role involves developing technical proposals, construction methodologies, mobilization plans, and ensuring compliance with tender requirements.

Key responsibilities

• Review tender documents, drawings, specifications, BOQs, and Employer’s Requirements.
• Prepare technical proposals, compliance matrices, tender clarifications, and RFIs.
• Develop construction methodologies, execution, mobilization, and site logistics plans.
• Coordinate design inputs for Design & Build tenders and align technical submissions with estimation and planning teams.
• Compile pre‑qualification documents, company profiles, project references, and QA/QC & HSE tender requirements.
• Review final submissions for completeness, consistency, and compliance before deadlines.

Required profile

• Bachelor’s degree in Civil, Architectural, Construction Engineering or related discipline.
• Minimum 5 years of experience in technical office, tendering, or pre‑construction within a contracting company.
• Proven experience preparing technical proposals and pre‑qualification submissions for major construction tenders.
• Strong knowledge of construction methodologies, mobilization, site logistics, and execution planning.
• Ability to interpret drawings, specifications, BOQs, and contractual requirements.

Required skills

• Proficiency in Microsoft Office.
• AutoCAD.
• BIM/Revit (advantage).
• Primavera P6, MS Project (advantage).
• Aconex (advantage).
