Tendering Specialist (Vendor Registration & Bidding)

About the role

The Tendering Specialist will manage vendor registrations, pre‑qualification submissions and tendering activities for ITL Contracting Company across recruitment, manpower supply, heavy equipment rental and material supply services. The role ensures compliance with Saudi client requirements and enables the company to compete for projects with major oil & gas, EPC and government entities.

Key responsibilities

• Complete and maintain vendor registrations on major Saudi client portals (e.g., Saudi Aramco, SABIC, Ma’aden, NEOM, Etimad, SAP Ariba, SupplHi, Achilles).
• Upload and keep up‑to‑date all required company documents such as CR, Chamber, Zakat, GOSI, Saudization certificates, financial statements, equipment lists and HSE/QA manuals.
• Prepare technical bid packages including company profile, recruitment capability, manpower availability, equipment fleet details, material supply capability and past performance references.
• Coordinate with Finance to develop commercial bids, pricing sheets, BOQs, manpower and equipment rates.
• Submit tenders through client portals and maintain a tracker of submitted, ongoing and awarded bids.
• Ensure all documentation meets Saudi regulatory and client‑specific compliance standards.
• Communicate with procurement and vendor management teams of clients, respond to clarifications and provide additional documentation as required.

Required profile

• Proven experience in vendor registration and tender management within Saudi Arabia.
• Familiarity with major client procurement portals such as Saudi Aramco, SABIC, NEOM, Etimad and SAP Ariba.
• Strong attention to detail for document control, compliance and renewal tracking.
• Ability to collaborate with Business Development, HR, Operations and Finance to gather required certificates and data.
• Excellent communication skills for client coordination and clarification handling.
