VP Business Development – Public Sector (Saudi Arabia & Bahrain)

About the role

Mastercard is seeking a Vice President of Business Development for the public sector covering Saudi Arabia and Bahrain. The role leads government relationships, drives strategic use‑case programs and supports Vision 2030 initiatives.

Key responsibilities

• Identify, qualify, develop, and close market‑wide or use‑case solutions for government clients, both solicited and unsolicited.
• Partner with the Country Manager, Country BD Lead and regional teams to build a pipeline aligned with the local market strategy.
• Develop and monitor account plans, KPIs and manage partnership stages from discovery to execution.
• Support quarterly business reviews and annual budget planning for the local market.
• Engage the Government Centre of Excellence and global units to co‑design commercial and non‑commercial solutions.
• Lead or contribute to strategic and commercial initiatives for the cluster, focusing on sustainable, scalable programs.

Required profile

• Deep understanding of government processes and regulatory environments.
• Strong analytical abilities and a background in strategy or business development.
• Basic knowledge of financial technology and payments solutions.
• Excellent strategic communication and presentation skills for internal and external stakeholders.
• Proven ability to work cross‑functionally in a matrix organization and deliver measurable results.
