Cards Technical Implementation Lead

About the role

NeoStats is seeking a senior specialist to lead the end‑to‑end technical delivery of consumer credit, wallet‑linked prepaid and commercial card programmes for the Saudi Arabian market. The role will embed within the client’s KSA technology and product teams, driving a greenfield launch of BNPL‑related card products and ensuring seamless productionisation and digital issuance.

Key responsibilities

• Lead the full technical delivery lifecycle for all card programmes, creating and maintaining project plans covering BIN request/setup, ICA assignment, CMS integration, processor connectivity and payment‑scheme certification.
• Coordinate principal membership enablement with the processor, handling ICA assignment, membership documentation and regulatory submissions to SAMA to achieve operational status within eight weeks.
• Oversee card productionisation and digital issuance, from design and personalisation through fulfilment and integration with the NI processing platform.
• Execute digital wallet and tokenisation launches (Apple Pay, Google Pay, xPay), including MDES setup, tokenisation service deployment, 3‑DS authentication configuration and end‑to‑end provisioning flow validation.
• Manage scheme certification activities and ensure compliance with PCI‑DSS, ISO 20022 and ISO 8583 standards.

Required profile

• Minimum 10 years (120 months) of experience delivering card technical implementations in a fintech or banking environment.
• Proven track record of leading greenfield card launches and coordinating with processors, scheme bodies and regulators.
• Strong project‑management skills with a focus on on‑time milestone delivery (≥ 90%).
• Experience working in the Saudi Arabian market and familiarity with SAMA regulatory requirements.
