Commissioning Manager – Refinery Expansion (Saudi Arabia)

About the role

We are looking for a Commissioning Manager to lead the commissioning phase of a large refinery expansion project in Saudi Arabia. The role oversees all pre‑commissioning and commissioning activities, ensuring they meet acceptance criteria, safety standards and the project schedule. The contract is for 12 months starting December 2026, with possible extensions.

Key responsibilities

• Lead a team of discipline specialists to witness and verify every pre‑commissioning and commissioning task.
• Ensure compliance with AMIRAL program standards, company specifications and the OPERCOM® methodology.
• Organise and review contractor documentation, managing interfaces with contractors, vendors and other disciplines.
• Monitor EPCC contractor progress, issue periodic progress reports and adjust priorities according to the critical path.
• Participate in HSE activities and enforce safety requirements throughout commissioning.
• Manage systems and sub‑systems definitions and ensure proper preparation and review of pre‑commissioning and commissioning dossiers.
• Support the preparation of hand‑over dossiers and assist the contractor with start‑up activities.

Required profile

• Proven experience in pre‑commissioning and commissioning of petrochemical units and storage facilities.
• Strong background in instrumentation, electrical systems and EMERSON DCS.
• Experience working with EPCC contractors and managing interfaces with vendors and other disciplines.
• Knowledge of acceptance criteria and AMIRAL program standards.
• Ability to ensure safe execution of commissioning activities and comply with HSE requirements.
