Cost Manager

About the role

Parsons is looking for an experienced Cost Manager to lead the financial performance of large‑scale infrastructure projects. You will own the full cost‑management lifecycle, from early budgeting through to final account settlement, ensuring projects remain profitable and financially transparent.

Key responsibilities

• Develop baseline budgets, detailed cost estimates and life‑cycle costing for major civil works.
• Implement cost‑control procedures, monitor commitments, expenditures and forecasts, and flag potential overruns.
• Assess financial impact of design changes, site instructions and variations; negotiate with contractors to secure value for money.
• Lead value‑engineering workshops to identify technical alternatives that reduce cost without compromising quality or safety.
• Integrate cost data with schedules to perform Earned Value Management analysis and report CPI and SPI.
• Prepare monthly commercial reports, cash‑flow forecasts and executive‑level financial dashboards.
• Administer contracts (NEC, FIDIC, etc.), manage progress payment valuations and assess claims.

Required profile

• Bachelor’s degree in Civil or Mechanical Engineering or a related field.
• Minimum 15 years of cost‑management and project‑control experience in construction or engineering.
• Professional membership such as MRICS or certification like CCE/CCP is highly preferred.

Required skills

• Expert use of cost‑management software (Prism, Ecosys, SAP).
• Advanced Microsoft Excel proficiency.
• Strong knowledge of Earned Value Management (EVM) techniques.
• Familiarity with NEC, FIDIC and other major contract types.
• Deep understanding of heavy civil construction methods, materials and specifications.
