Estimator - Facility Management

About the role

We are seeking a Techno‑Commercial Estimator to develop complete and competitive offers for hard and soft facility management services across government and private projects in Saudi Arabia. The role blends technical understanding with commercial acumen to deliver compliant, technically sound, and financially viable proposals.

Key responsibilities

• Review tender documents, specifications and drawings to capture technical and operational requirements; conduct site visits when needed.
• Prepare technical proposals, method statements, compliance matrices and resource deployment plans aligned with client requirements and standards such as BICSc, ISO 41001 and the Saudi Building Code.
• Coordinate with operations and technical teams to validate methodologies, staffing plans and equipment needs.
• Generate accurate Bills of Quantities, detailed cost estimates and resource‑based pricing for hard and soft FM services.
• Analyse market pricing trends, labour rates and productivity norms to produce competitive yet profitable offers.
• Manage government tenders through the Etimad portal, ensuring full compliance with submission requirements.
• Maintain documentation, assumptions and estimation records for all bids and collaborate with commercial, operations and business‑development teams.

Required profile

• Proven experience preparing techno‑commercial offers for Facility Management contracts in the Saudi Arabian market (government and private sectors).
• Strong knowledge of FM tendering, including scope interpretation, method statements, resource planning and pricing.
• Hands‑on experience with the Etimad portal and other government procurement platforms.
• Good understanding of hard and soft FM services, operational requirements and current market pricing trends in the Kingdom.
