Facility Operations Manager

About the role

The Facility Operations Manager will lead the safe, compliant and cost‑effective operation of all buildings, utilities and support services within Energy City Development Company’s portfolio. The role ensures that facilities meet the highest standards of safety, sustainability and customer service while aligning with Saudi regulations and the company’s strategic objectives.

Key responsibilities

• Oversee day‑to‑day operation of commercial, office and mixed‑use assets, including MEP, power, water, ICT, ELV and BMS systems.
• Manage hard and soft facilities‑management services, ensuring adherence to SLAs, KPIs and statutory requirements.
• Coordinate preventive and corrective maintenance programmes for building fabric and MEP equipment.
• Lead contract administration, vendor performance reviews and service‑improvement initiatives.
• Ensure full compliance with Saudi laws, MODON inspections and EHS&S policies, including incident reporting and emergency preparedness.
• Support handover of new assets from construction to steady‑state operations, validating O&M manuals, warranties and asset registers.
• Prepare and control the facilities budget, monitor costs and drive financial efficiency.

Required profile

• Proven experience managing facilities operations for large commercial or mixed‑use developments.
• Strong knowledge of Saudi regulations, MODON inspection requirements and EHS&S standards.
• Demonstrated ability to manage multiple service contracts and vendor relationships.
• Experience in asset lifecycle planning, condition assessments and replacement strategies.
