Head of Cost Estimation – Turnaround & Shutdown Projects

About the role

We are seeking a senior leader to head our Cost Estimation team for turnaround and shutdown projects in the Saudi Arabian refinery and petrochemical sector. The role is office‑based at headquarters with regular site walk‑downs to verify scope and coordinate with clients and contractors.

Key responsibilities

• Lead and develop a cost estimation and project controls team, ensuring accurate and timely cost forecasts for refinery, petrochemical and oil‑&‑gas turnaround and shutdown projects.
• Prepare and review cost estimates using conceptual, factored and detailed bottom‑up methodologies.
• Conduct site visits for scope verification, walk‑downs and coordination during planning phases.
• Develop short‑term task plans for the team, monitor progress and drive results under tight deadlines.
• Provide technical guidance, review routine and non‑routine work, and mentor junior members.
• Collaborate with internal departments and external vendors to incorporate local labour, equipment and material rates.

Required profile

• Bachelor’s degree in Mechanical, Chemical or Industrial Engineering (Quantity Surveying or Cost Engineering qualification is a plus).
• Minimum 15 years total experience, including at least 10 years in cost estimation for refinery/petrochemical/oil‑&‑gas turnaround projects and 7 years in a managerial role.
• Fluent in Arabic and English with strong knowledge of the Saudi Arabian market, local contractors and prevailing rates.
• Preferred AACE International CEP/CCP or equivalent cost‑engineering certification (not mandatory).

• Cost estimation methodologies (conceptual, factored, detailed/bottom‑up).
• Turnaround and shutdown cost engineering.
• In‑depth knowledge of Saudi refinery and petrochemical market rates.
