HR Operations Manager

About the role

Saudi Gold Refinery is seeking an HR Operations Manager in Al‑Qassim to lead payroll, compliance and HRIS functions for its refining and laboratory workforce. The role reports to the VP of HR and ensures accurate compensation, regulatory adherence and Saudization targets.

Key responsibilities

• Oversee end‑to‑end payroll processing, including shift differentials, hazard allowances and overtime.
• Manage government compliance via Qiwa contract attestation, GOSI registration and Mudad wage‑protection submissions.
• Maintain HRIS data integrity through regular audits and alignment with official documents.
• Monitor Nitaqat ratios weekly and collaborate with recruitment to meet Saudization goals.
• Administer medical insurance and leave management for employees and dependents.
• Evaluate and manage third‑party payroll and insurance vendors.
• Verify contractor work permits and insurance before site access.
• Prepare monthly HR reports and support internal audits with accurate headcount and labor cost data.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field.
• Minimum 8 years HR operations experience, with at least 3 years in a managerial role within the Saudi industrial sector.
• Deep knowledge of Saudi Labor Law, especially shift work and end‑of‑service benefits.
• Fluency in English and Arabic with strong written communication skills.

Required skills

• Proficiency with Qiwa, GOSI, Mudad and Muqeem platforms.
• Hands‑on experience with enterprise HRIS such as Oracle HCM, SAP SuccessFactors or Workday.
• Advanced Microsoft Excel for payroll reconciliation.
