HSSE Specialist – Construction Projects

About the role

The HSSE Specialist will ensure that all health, safety, security and environmental (HSSE) provisions are fully compliant with project policies, contracts and applicable regulations. This role supports supervision consultants, contractors and the project management team on construction sites across Saudi Arabia.

Key responsibilities

• Monitor and verify the adequacy of HSSE provisions for supervision consultants and contractors against policy, contract specifications and local/international regulations.
• Measure HSSE performance, investigate root causes of incidents, and recommend corrective actions.
• Record and follow up on safety hazards, non‑conformances and regulatory findings.
• Coordinate with PMC Project Manager and Construction Manager to implement effective HSSE systems on site.
• Liaise with the employer, Hill International, and local authorities to ensure adherence to HSSE requirements.
• Train and induct staff on HSSE procedures.
• Review and approve contractors' HSSE documents, submittals and drawings for suitability and compliance.
• Conduct scheduled and unscheduled HSSE audits and inspections, reporting non‑conformances to project management.

Required profile

• Degree in engineering or equivalent work experience, supplemented by relevant international certifications.
• Minimum 10 years of experience managing HSSE on large‑scale construction projects, preferably in Saudi Arabia.
• Extensive knowledge of national and international HSSE laws, regulations and best practices.
• Excellent written and verbal English communication and presentation skills.
