Human Resources Manager – Lead HR across SMC Group

About the role

SMC Group is looking for an experienced Human Resources Manager to lead the HR function across all its entities. The role will align HR strategy with business objectives, ensure compliance with Saudi labor regulations, and drive the Saudization program.

Key responsibilities

• Lead and develop the HR function, set priorities, manage the HR team and report to executive management.
• Own annual workforce planning, headcount forecasting and tie recruitment to project timelines.
• Direct the full recruitment lifecycle from sourcing to placement across all disciplines.
• Oversee onboarding, off‑boarding, payroll processing through Mudad and benefits administration.
• Manage government relations via Muqeem, Qiwa, GOSI and ensure Nitaqat/Tawteen compliance.
• Develop and maintain HR policies, procedures and annual leave planning in line with Saudi labor law.
• Maintain accurate employee records, HR letters and system integrity.
• Drive employee relations, performance management and workplace compliance initiatives.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field; master’s degree or professional certification (SHRM, CIPD) is a plus.
• 8+ years progressive HR experience, including managerial responsibility, preferably in engineering, contracting or consultancy.
• Strong, current knowledge of Saudi labor law, GOSI and HR compliance requirements.

• HR systems (JISR or equivalent).
• Government platforms: Mudad, Muqeem, Qiwa, GOSI, Nitaqat/Tawteen.
