Human Resources Manager – Saudi Arabia & UAE

About the role

We are looking for an experienced Human Resources Manager to lead the HR function across Saudi Arabia and the UAE. Reporting directly to the European leadership team, you will act as the bridge between regional operations and the global HR strategy, shaping people initiatives in two key markets.

Key responsibilities

• Manage and develop a small HR team operating in Saudi Arabia and the UAE.
• Serve as the primary HR contact for senior regional stakeholders, ensuring alignment with European HR leadership.
• Oversee end‑to‑end HR operations, including employee relations, performance management, and compliance with Saudization and Emiratization requirements.
• Partner with European leadership to align regional HR practices with global policies and strategy.
• Support organisational change, workforce planning, and talent development initiatives.
• Ensure consistent HR governance and best practice across both territories.

Required profile

• 8‑10+ years of proven HR management experience in a multinational environment.
• Prior experience managing HR across multiple territories, preferably beyond Saudi Arabia.
• Strong knowledge of Saudi labour law; familiarity with UAE labour law is an advantage.
• Comfortable operating in a matrixed structure and reporting to international leadership.
• Willingness to travel regularly across the Middle East and Europe.
• Fluent in English and Arabic.
