About the role

The Treasury and Financing Manager will lead the treasury strategy and financing activities for a major urban regeneration company in Mecca. This full‑time, on‑site position is responsible for ensuring liquidity, securing funding for projects, and managing financial risk in line with corporate and Sharia‑compliant standards.

Key responsibilities

• Manage daily cash, liquidity, and bank positions to meet operational and project needs.
• Develop and execute financing plans, negotiate terms with banks and investors, and oversee financing facilities such as project finance, term loans, revolving credit and Islamic instruments.
• Prepare cash‑flow forecasts, support capital‑structure optimization, and produce treasury and financing reports for senior management.
• Ensure compliance with internal policies, regulatory requirements and Sharia‑compliant financing standards.
• Implement risk‑management strategies for interest‑rate, foreign‑exchange and liquidity exposure.
• Maintain strong relationships with banks, investors and key financial stakeholders.

Required profile

• Proven experience in treasury management, corporate finance or banking, preferably in real‑estate development, infrastructure or large investment projects.
• Strong background in cash‑flow forecasting, liquidity planning and working‑capital management.
• Experience structuring and managing financing facilities, including Islamic financing instruments.
• Solid understanding of financial risk management (interest‑rate, FX, liquidity) and related tools.
• Advanced proficiency in financial analysis, modeling and interpretation of financial statements.
• Bachelor’s degree in Finance, Accounting, Economics or related field; professional qualifications (CFA, CTP, CMA) are a plus.
• High integrity, confidentiality and sound judgment in financial decision‑making.
