OD & Manpower Planning Lead Specialist

About the role

The OD & Manpower Planning Lead Specialist supports the Zakat, Tax and Customs Authority in designing and maintaining organizational structures, workforce plans and human‑capital budgets. The role combines analytical work with stakeholder coordination to ensure the authority’s staffing aligns with strategic objectives.

Key responsibilities

• Review and update organizational and positional structures, creating value chains and functional descriptions for levels N3 and below.
• Develop and maintain job families, job descriptions, and competency frameworks aligned with the revised structure.
• Lead workforce planning workshops, define key activities, and produce comprehensive workforce plans that balance demand and supply.
• Gather HR budget data, negotiate with finance and administration, and prepare approved HC budget reports and dashboards.
• Coordinate with IT and Digitization teams to keep the HRIS system current and ensure data integrity.
• Train and supervise junior staff, delegating tasks and monitoring workflow to meet quality standards.

Required profile

• Bachelor's degree in Human Resources Management, Business Administration, or a related field.
• Minimum of 4 years of relevant experience in organizational development, workforce planning, or human‑capital budgeting.
